Yao Zhiquan, born in 1963 in Baotou, Inner Mongolia, previously worked at the School of Fine Arts of Baotou Normal University, Inner Mongolia University of Science and Technology. In 2005, he became involved with the ancient murals of Yongle Palace and has since dedicated himself to the fields of mural conservation, replication, and restoration research. He has obtained three national patents related to mural preservation and independently developed a novel system for preserving ancient murals without direct contact with their original surfaces—the Full-Information Replication Technique—pioneering a new approach for the remote restoration, exhibition, and cultural inheritance of historical mural artifacts in China.

Over the years, its achievements in ancient mural reproduction have been frequently invited to participate in national and international cultural exhibitions as well as high-level academic seminars: In 2012, the series of reproductions were showcased at the Fifth International Calligraphy and Painting Art Festival held at Yongle Palace in China (Ruicheng); in 2013 and 2014, it represented the Shanxi Provincial Department of Culture twice at the Eighth Beijing Cultural Expo and the Tenth Shenzhen International Cultural Expo; in 2015, it completed the reproduction project of ancient murals from Ordos and organized a thematic exhibition, concurrently hosting an international symposium on the conservation and research of ancient mural art in the northern grasslands.

In 2016, the exhibition and academic symposium titled "Artistic Legacy: Masterful Creation Through Skillful Hands," featuring ancient mural reproductions by Yao Zhiquan, was held at the National Cultural Palace in Beijing, organized by the Chinese Academy of Art and hosted by the Sichen Tana Art Museum. In 2017, he was appointed as the lead instructor for the National Art Fund's training program on ancient mural reproduction techniques at the Gongbi Painting Research Institute of the Chinese Academy of Art, teaching original replication methods to professionals nationwide. In 2018, the School of Archaeology and Museology at Peking University and the Yungang Grottoes Research Institute jointly organized the exhibition and academic forum "Imagination of Another World: Reproductions of Murals from the Shaling Tomb Chamber of the Northern Wei Dynasty in Datong." The works were displayed at the Sekler Museum of Archaeology and Art at Peking University and received high acclaim from experts in cultural heritage preservation and art studies.

Since 2019, building upon research in ancient mural conservation, the project has shifted focus to developing innovative intangible cultural heritage painting techniques. Leveraging Baotou's local rare earth resources, researchers pioneered a new art form known as rare earth foil color painting. In 2023, this technique was granted a patent, and the work "Poplar under Moonlight" was exhibited at the Third Fine Arts and Crafts Exhibition of Inner Mongolia Autonomous Region, winning an Excellence Award. Concurrently, the "Yao Zhiquan Intangible Cultural Heritage Painting Exhibition" was held at the Dongda Mountain Art Museum.

From 2025 to 2026, a series of official thematic exhibitions were continuously held: in September 2025, Damo Banner hosted the "Rock Language – Yao Zhiquan's Rare Earth Foil Color Painting Research and Creation Exhibition"; in November of the same year, Qingshan District in Baotou organized a touring exhibition in the same series; in April 2026, multiple departments in Kundulun District jointly curated an intangible cultural heritage creative exhibition on rare earth foil color painting. These initiatives consistently leveraged original intangible cultural heritage art to promote regional cultural dissemination in northern Inner Mongolia, fostered the integrated development of ancient mural conservation techniques with contemporary local intangible cultural heritage painting practices, and contributed to revitalizing traditional culture, enhancing cultural-tourism integration, and advancing public aesthetic education through artistic endeavors.
